The Julie Angel Memorial Scholarship

At 17 years old, PAVE’s founder Angela Rose was kidnapped and sexually assaulted by a repeat offender. The investigation and prosecution of the perpetrator was a harrowing experience for Angela– she had a gut feeling that she wasn’t the first person he had done this to, but initial investigators refused to believe her. She later learned that she was right. He had a long history of crime, including the murder of 15-year-old Julie Angel in 1980.


Julie loved music, especially the Rolling Stones and Led Zeppelin. She and her friends would play their favorite songs on the jukebox in Julie’s basement and dance together. She had dreams of becoming a veterinarian after she finished high school. 


Although Angela never met Julie, she found that connecting with Julie’s family helped them all heal. Julie’s mom and sister joined forces with Angela to lead a petition drive to help enact a law in Illinois called the Sexually Violent Persons Commitment Act which passed in 1998. Without them, Angela would never have founded PAVE.


On July 14, 2000, what would’ve been Julie’s 36th birthday, her murderer was sentenced to life in prison for his crimes against Angela. 


It is through Julie and Angela’s shared experiences that PAVE was created, serving as a testament to the strength and unity that can arise from tragedy. 


PAVE remembers and honors Julie Angel. Julie's memory lives on through our tireless efforts. By addressing the root causes of violence, PAVE works to prevent sexual violence and offers vital support to those affected. Through education, social advocacy, and community outreach, PAVE empowers survivors to thrive after trauma, reminding them that they are not defined by their past but by their strength and resilience.


We are honored to announce that PAVE is honoring Julie’s memory by launching the Julie Angel Memorial Scholarship for Lake Park High School Students. It will be available through the Lake Park High School Foundation beginning this December. This scholarship will help high school students who share Julie’s passion for veterinary medicine or criminal justice pursue higher education opportunities. 


PAVE will continue to honor Julie’s memory by working to prevent sexual violence and supporting survivors and their families.
